Affordable Senior Housing

The City of Cerritos has established an award-winning affordable housing program through the development of four successful senior housing projects, Emerald Villas, Pioneer Villas, Fountain Walk, and Ivy Park at Cerritos, consisting of a total of 340 affordable senior housing units. Units within these communities are restricted for very low- to moderate-income seniors. In accordance with the City of Cerritos’ State-certified Housing Element, and as mandated by applicable State housing law, the City is responsible for monitoring and preserving the affordability and occupancy requirements of all units within these communities. Emerald Villas 

Emerald Villas is the City's first for-sale, affordable independent-living senior housing community, developed in 2000. The community is located at the intersection of Carmenita Road and Houston Avenue, in the southeast portion of the City of Cerritos. There are a total of 126 one and two bedroom units, ranging from 700 square feet to 1,200 square feet in size.

Through its participation in the development of Emerald Villas, the City of Cerritos worked to create a truly innovative design concept incorporating low-impact, two-story structures with direct and secure access to each unit. Every unit has a full range of amenities for senior residents and sensitively designed kitchens and bathrooms. Units are also designed to accommodate persons with disabilities. Visitors and guests may access each individual unit through a series of winding, tree-lined pedestrian walkways with lush landscaping. 

In addition, the Emerald Villas senior housing community includes the following amenities:

  • A community pool and spa
  • A community recreation facility
  • A covered bus stop/planter that provides access to the City's Cerritos on Wheels (COW) fixed-route transportation service
  • Private resident elevators
  • Decorative fountain and a high-quality art piece

Pioneer Villas

Pioneer Villas is the City's second for-sale, affordable independent-living senior housing community, developed in 2001. The community is located on the southeast corner of Pioneer Boulevard and Eberle Street. There are a total of 98 one and two bedroom units, ranging from 750 square feet to 1,000 square feet in size.

Pioneer Villas contains a multipurpose room for group activities and other community events. In addition to the multipurpose room, the community includes a recreational pool and spa. There are paths for jogging and walking, benches for relaxing, and gardens.

In addition, the Pioneer Villas senior housing community features the following:

  • Front entrance gate that provides privacy and security to residents
  • Covered patios or balconies
  • Lush vegetation and landscape lighting
  • A bus stop that provides access to the City's Cerritos on Wheels (COW) fixed-route transportation service
  • Decorative fountain and a high-quality art piece

Fountain Walk

Fountain Walk is the City's third for-sale, affordable independent-living senior housing community, developed in 2007. Fountain Walk is located at the southeast corner of 183rd Street and Carmenita Road. The community offers a total of 18 one and two bedroom units, ranging from 750 square feet to 900 square feet in size.

Fountain Walk showcases a distinctive Spanish Mediterranean architectural style with beautiful landscaping and meandering pathways. Each unit has a one-car attached garage, with additional guest parking spaces. The community is gated, and sound attenuation is incorporated into the design to reduce any noise impacts of the adjacent freeway and arterial streets. In addition, the community features the following:

  • A community spa
  • A community recreational facility
  • A covered bus stop/planter that provides access to the City's Cerritos on Wheels (COW) fixed-route transportation service
  • Private resident elevators
  • Decorative fountain and a high-quality art piece

Ivy Park at Cerritos

Ivy Park at Cerritos is the City's first for-rent, assisted-living affordable senior housing community, developed in 2002. The community is located on the southeast corner of New Falcon Way and Studebaker Road. The facility contains a total of 147, including studio, one bedroom, and two bedroom units.

Ivy Park at Cerritos offers its residents the following services:

  • Daily meals and snacks
  • Weekly housekeeping
  • An extensive activity program that includes exercise classes, arts-and-crafts, reading sessions, and outdoor activities
  • 24-hour responsive staff to assist residents with their needs
  • In-room emergency safety response system
  • On-site beauty salon
  • Handicapped accessible rooms and restrooms
  • Private park and recreation area
  • Lush vegetation and landscape lighting

Applications to rent a unit at Ivy Park at Cerritos are currently being accepted. The application process includes income verification and applicant interviews by Ivy Park at Cerritos.

If you currently own a unit within one of the City's affordable housing communities and would like to sell your unit, please contact the City's Housing Team at (562) 916-1366. City approval and coordination is required for the sale of any unit within these communities.
